KINDERBESKERMING SENTRUM

Op 1 April 2015 sien hierdie nuwe Sentrum van Hoop die lig binne CMR Noord.  ‘n Nuwe werkswyse word in die CMR Noord geimplementeer deurdat die Kinderbeskerming Sentrum alle Kinderhofverrigtinge vir die verskillende gebiedskantore in Gauteng hanteer.  Die fokus van die Sentrum is om Kinders te beskerm soos wat vereis word binne die Kinderwet (Wet 38/2005).

For the first book year of this Centre’s existence, a total number of 300 cases were dealt with by 5 social workers and one social auxiliary worker via court proceedings.  A number of 484 children were reached.

By working more “specialized” enables staff to be more focussed on their cases.   Court work is very intense, time consuming and an expensive service (cost per child per court case is approximatel R 6 500).  Why so expensive?

Wanneer ‘n saak aangemeld word, is daar verskeie dienste wat gelewer moet word naamlik:

  • Assessering van die gesin se situasie en volledige psigo-sosiale ondersoek

  • Kinder assesserings, Interaksionele analises en volwasse evaluerings vorm meeste van die tyd deel van die ondersoek

  • Terapie vir gesinne, ouerleiding, opstel van ouerplanne ens. is van die dienste wat direk aan die gesin gelewer word

  • Kollaterale ondersoek (opvolg met verskeie bronne in die gemeenskap tov die gesin se funksionering bv. Skool, werkgewers, kerk, familie lede, familie ens.)

  • Verslagskrywing van bevindinge met aanbevelings vir die hof (maandeliks moet daar aan die Hof verslag gelewer word op die vordering van elke saak)

The task of the social worker in this Centre, is to determine whether a child is in need of care, taking into account what is in the best interest of the child.  Should a child be found in need of care (due to reasons described in the Children’s Act as per Sect 150), the Court can consider various options to protect and secure a child for example:

  • A child can remain in the care of the parent with certain conditions that the court can set together with Sect 155 and Sect 47

  • A child can be placed in Foster Care

  • A child can be placed in a Child and Youth Care Centre (CYCC)

  • A child can be placed in a School of Industry

But still, Prevention is better than cure and the various CMR offices render services to avoid Court intervention as far as possible (as last resort).

Die realiteit is dat die Kinderwet voorsiening maak dat die publiek die hof direk mag nader.  ‘n Grootste persentasie van die sake wat by die KBS beland, is dus ‘n Vorm 9 bevel waarin die hof ‘n ondersoek beveel.

As already mentioned, this service is very costly and not a visible service to the public.  Especially due to the fact the the Children Act states that children in the statutory process, cannot be exposed to the public as this matter is “in camera” and the child’s identity be protected.

Indien u ‘n bydrae wil maak tov hierdie Sentrum se dienste, is hier paar voorstelle hoe u van hulp kan wees:

  • Borg ‘n kind teen R 600 per maand of eenmalig teen R 7200 per jaar.

  • Bied u dienste aan as Plek van Veiligheid ouer

  • Indien u ‘n vakkundige is, bied op pro-bona basis dienste aan soos sielkundige evaluerings, mediese dienste, terapie ens.
